I think it is metaphoric, like when you know something but no one believes you...
or another messagge that is , there are many secrets hidden and we're not ready to know them or maybe someone or something dont want that we know them...

Faaip de Oiad contains a tape recording from a guy who called a radio show once saying all that crazy shit about UFOs, but it turned out to be a hoax. I think it's just like the samples of Bill Hicks at the end of Aenima.
As for Rosetta Stoned, I love that song. The lyrics are pretty wacky too, an abduction story told in the first person. I don't know if it's metaphorical because on the Tool site there was mention of them visiting Roswell (well just outside the fence, obviously not going in). I think Rosetta Stoned it's just a big joke... come on, the aliens give this guy a very important message ("a message to those who choose to hear it, and a warning to those who do not") and the guy can't write it down because he doesn't have a pen?

faaip de oaid is a song that points out that the guverment has something to hide as for rosseta stoned he is just showing off what happens if you mix up drugs and a low IQ..that`s my opinion
